Louisiana, on the Gulf of Mexico, is bordered by Mississippi, Arkansas and Texas. Popular for Cajun cooking, the Créole heritage and influence, jazz music and of course, New Orleans, parts of Louisiana are unique as they fall below sea level. This fact leads to the tremendous flooding that can occur. As a result, Louisiana is a state battered by fierce storms and hurricanes. But there is plenty of historical significance to the state, and it is a huge draw tourism-wise. Its largest cities are New Orleans, Baton Rouge, Shreveport, LaFayette, Lake Charles, Kenner, Bossier City, Monroe, Alexandria and New Iberia.

Interestingly, Louisiana has not seen the major mortgage crisis evident in other states. In fact, the unemployment rate has remained basically the same with only small fluctuations. But in June 2010, a pattern of higher foreclosures and bankruptcies began to emerge. And even in 2008, the Louisiana Housing Finance Agency was awarded a second set of funds from NeighborWorks America to provide foreclosure mitigation counseling to individuals owning homes, and who had defaulted on mortgage payments, or were in the process of foreclosure. The first installment of funding came in 2006 when NeighborWorks America opened an office in New Orleans to help with the recovery efforts after the hurricane. For most people, the results of foreclosures have been beyond their control, meaning that it was not necessarily living high that caused their financial dilemmas. Indeed, Louisiana mortgage refinance with lower payments, possible forbearance, or even cash-out would help home owners.

Residents of Louisiana can benefit from federal home ownership programs under the direction of the Federal Housing Administration and the U.S. Department of Agriculture's Rural Development Housing Program.
